Setting: A galaxy far, far away
History: Bail was born 67 years before the Battle of Yavin, heir to the royal house of Alderaan. He had three sisters: Rouge, Celly and Tia. The birth order among the Organa children is unknown, but as there does not appear to be a particular preference for male heirs, Bail was most likely the eldest child.

Little is known of Bail's early life, but as the Viceroy of Alderaan often also served as the planet's representative in the Republic Senate, he was groomed for politics from a young age. Bail was somewhat reluctant on this front, but eventually realized he could make a difference through interactions with more civic minded politicians, including future Republic Chancellor Finis Valorum.

When Bail was 35 years old, a feud erupted between House Organa and House Antilles (not to be confused with the Antilles family of Corellia. It is apparently a very common name in the GFFA) over who had the rightful claim to the Alderaanian throne. Initial attempts to resolve the ascendency contention through democratic means led to three votes which failed to resolve the matter. The government thus requested outside assistance and the Jedi Jorus C'baoth was sent to resolve the matter. The end result was that House Organa retained their claim on the throne, with the stipulation that Bail marry Breha Antilles. While this marriage was arranged, it was also ultimately a happy one.

Shortly after the ascendency crisis, a vote of no-confidence was called on Chancellor Valorum due to his unwillingness to act on the Naboo blockade crisis. One of the potential successors was the Alderaanian Senator and Bail's father-in-law, Bail Antilles (Bail is also apparently a very common name in the GFFA). Antilles ultimately lost to Palpatine... which was most likely a Very Bad Thing. Antilles chose to retire from the Senate and was replaced by Organa.

Bail's time as senator proved to be quite eventful, beginning with the separatist crisis. He had quickly gained the attention of Chancellor Palpatine and thus was appointed to the Loyalist Committee, which attempted to find a way to keep the Republic intact. While Bail is at heart a pacifist and thus a logical choice for a committee viewed by many as a way of blocking the military creation act, it quickly became apparent that there would be no diplomatic solution and he advocated swift action. To ensure that this would be possible, he voted in favour of Jar Jar Binks' proposal to grant Chancellor Palpatine emergency powers. Not the best move ever.

During the chaos of the Clone Wars that thus erupted, Bail also faced personal challenges. He and Breha longed for a family, but even with the best medical care available in the Republic, were met with struggles. A series of at least five miscarriages nearly resulted in Breha's death. At this point, doctors advised against further attempts as it was not clear whether Breha would survive further attempts. They thus began to consider adoption instead.

Shortly after the beginning of the Clone Wars, Bail was given the coordinates to a Sith planet by a member of a group dedicated to the preservation of Republic ideals, which they (rather rightly) believed to be in growing danger. Knowing that Padme Amidala, a Senator he had formed a close friendship with, was aware of the Sith, he asked her to contact the Jedi for him. While Obi-Wan Kenobi initially asked only for his contact, Bail refused toexpose her. He instead went with Kenobi to the planet. They often clashed on the journey, particularly when the Sith spirits on the planet began to affect Kenobi. Just a bit of attempted murder. However, the efforts required to survive the trip led to a mutual respect that would prove very important in the future.

While Palpatine appointed Bail head of the Galactic Republic Security Committee, his primary concern throughout the war was the plight of the many refugees that resulted. He often personally undertook relief missions on the front lines. Which often got him into trouble that caused him to cross paths with Obi-Wan Kenobi and Anakin Skywalker. He also fought to keep funding in place for social programs as the costs of the war mounted.

As the war continued, Bail became extremely concerned with the amount of direct power Palpatine was amassing. The Jedi, with whom Bail had an increasingly close relationship, were likewise concerned. Bail was quite vocal in his statements about the need for Palpatine to relinquish his emergency powers. This is likely why he was specifically targeted in an assassination attempt orchestrated behind the scenes by Palpatine in order to justify further security measures. He was approached by former Chancellor Valorum, who encouraged him to continue fighting the bill when he was somewhat uncertain of the correct course of action. However, the bill ultimately passed after the successful assassination of Valorum in much the same manner as the earlier attempt.

Bail was present at the Jedi Temple when Anakin Skywalker attacked as part of the larger Jedi Purge. After a padawan was gunned down in front of him, he escaped the temple determined to prevent any of the surviving Jedi from falling into the trap. He was able to save Obi-Wan Kenobi and Yoda, as the majority of Jedi in the field had fallen to the betrayal of their clone soldiers.

He returned to Coruscant just in time for all his concerns to be justified when Palpatine declared himself Emperor. While he was appalled, Padme encouraged him to vote in favour of the measure in order to obtain inside information. He did not, however, applaud. He immediately began planning for a resistance movement.

Rescuing Yoda appeared to be fast becoming a hobby as he was able to reach him before security forces after Yoda's unsuccessful attempt to take out Palpatine. Yoda informed him that Palpatine is a Sith, which very few would know for decades. They then met up with Obi-Wan and Padme, who died after giving birth to twins. Of initially undiagnosed injuries from Force choking, not a broken heart (this was stated in Coruscant Nights, it's not just me being annoyed that her death was stupid). When Yoda declared that the twins should be separated and hidden, Bail immediately volunteered to take the girl. He also gave R2-D2 and C3PO to his brother-in-law Raymus Antilles, wiping only Threepio's memory because Artoo can actually keep a secret.

The resistance movement began quickly. Bail organized many covert operation. Talk of open rebellion began after civilians were massacred for protesting against taxation. Bail began to meet in secret with Mon Mothma and Garm Bel Iblis, friends from his Republic Senate days, to discuss the movement, though the formal Rebel Alliance was not founded until quite a few years after his canonpoint.

In terms of Bail's political role, the intertrilogy period is a bit of a contradictory mess, being largely established through brief mentions in a variety of post-RotJ material. However, the version that I think makes most sense given when was shown in the Clone Wars is that he often spoke out against Palpatine and survived largely due to the fact that he would make far too good a martyr.

Personality: Like many Alderaanians, Bail is a firm believer in peace. Throughout the Clone Wars, he frequently pushed for a diplomatic solution to the conflict. Despite being repeatedly thwarted in his efforts to resolve the situation, he never ceased pushing for peace. He is a skilled negotiator and expert public speaker and many believed that if anyone could make it happen, it would be him.

Bail is well known for being a voice of reason in the Senate. He is capable of seeing both sides of many issues and adept at bringing both sides together to a workable compromise. This does not, however, mean he is a doormat. He realizes that there are limits to compromise and is not afraid to take a stand. This drive for justice will eventually lead to him founding the Rebel Alliance, though that is still many years off.

When he does take a stand, he demonstrates an incredibly strong will. As the Republic slowly morphed into the Empire, he was a frequent voice of dissent. Despite his dcade long tenure in the Senate (and various other political roles before that), he has never allowed power to corrupt him. A rare trait, in Republic politics. It should also be noted that while he believes in peace, calling him a pacifist would be going too far. He is willing to fight to defend himself and, more importantly, others. It is simply not his first choice of action.

Generally, when he does take a stand it is motivated by compassion. Alderaanian culture places a high value on all life. It is thus no surprise that he spent the majority of the Clone Wars lobbying for the plight of refugees. He did not want the war destroying the lives of the very people it was supposed to protect. Nor was he willing to see the Republic become something other than the force for peace and stability he firmly believed it to be.

Much like a certain speech, Bail loves democracy and loves the Republic. Unlike that speech, it's actually true. While he was aware of the incredible problems with corruption in the Senate, he felt the stability it brought was important to galactic peace. This led to an intense loyalty to the Jedi due to their role as galactic peacekeepers. Seeing the horrors wrought by Palpatine's Empire only reinforced this belief. And he was not afraid to bring this up.

In addition to his public persona, Bail is also a devoted family man. He deeply loves his wife Breha, who he often wishes he could spend more time with, and wished for a long time to start a family with her. He is a devoted, affectionate father to his young daughter Leia. Her true parentage has never caused him much concern, as he thinks of her simply as his little girl.

Abilities, Weaknesses and Power Limitations: Bail lacks any superhuman abilities. He is a skilled orator and negotiator. While not a warrior by any means, he is capable of using a blaster pistol competently in self defense.

While he generally has good judgement, it's not infallible (See: Palpatine). He can be by times overly cautious before finally acting or speaking out.

Bail had always been a busy person. Busier, since the war started. But all of that had paled in comparison to the past few days. He was sure he wasn't the only person who felt that way. Not with the entire galaxy changed.

Looking down at the child slumbering in his arms, he was glad to finally be going home. Things would have changed on Alderaan as well, but at least one change in his home would be positive. He wasn't sure what he was to do for the galaxy as a whole, but Padme had been a dear friend and he could do this much for her. Raise her daughter.

No, he mustn't think of Leia as that. She was his daughter. For her safety, that was all he dared call her. A war orphan. There were enough of those around for it to be believable. And true, from a certain perspective.

Anakin, he tried even harder to put from his mind. Easier, in a way. The Temple had effectively destroyed any fondness he had once felt. But harder, because he was still a threat to Leia. These were dangerous times, no question. But if ever there was a place for a child to feel safe and loved, it was here, on Alderaan.

He quickened his pace slightly when he came in sight of his beautiful wife. Not too much, lest he disturb the baby, but enough to get over to her more quickly. They had been waiting for this moment for over a decade now, he didn't want to delay further. “Breha, my dove, I have someone to introduce to you.”
